The Department of Housing Services is recruiting for a Senior Program Coordinator to join our Real Estate Development team! This position partners with various internal and external stakeholders to manage a portfolio of real estate development projects ranging from preservation, rehabilitation, to new construction. 
 
Washington County has a significant pipeline of affordable housing development projects and we are recruiting for a talented Senior Program Coordinator who can facilitate all phases of developing affordable housing projects starting with acquisition and including pre-development, construction, going to conversion to permanent operations. Significant experience in financing and pro-forma development, and project management will set a candidate apart for this position. This role reports to the Real Estate Division Manager.

Who we are looking for:
Candidates who find success in this position typically have experience working in affordable housing, real estate development, or for a local government entity or housing authority. Knowledge of local, state, and federal local housing policies and funding is critical. Ability to navigate local government and solve complex problems in a highly regulated environment.

ESSENTIAL JOB DUTIES

On any given week, the employee in role will:

  • Assist the Director, Assistant Director, and Real Estate Division Manager in identifying, analyzing, developing, and investing in affordable housing properties for preservation, rehabilitation and/or new construction.
  • Conduct and coordinate project due diligence including the evaluation of the site’s physical characteristics, zoning, proximity to amenities, community engagement, financial feasibility, risk assessment.
  • Update project financial proforma with sources and uses for all project phases including pre-development, construction, and operations.
  • Prepare and submit loan and grant applications/proposals to public/private lenders to secure financial resources such as LIHTC, HOME, CDBG, Local Innovation and Fast Track (LIFT) Housing Program, and Low-Income Weatherization Program funds.
  • Establish and maintain partnerships with landowners, developers, contractors, lenders, investors, realtors, and affordable housing providers to create affordable housing opportunities.

MINIMUM QUALIFICATIONS

Education and Experience: 

  • Bachelor’s degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.
