The Department of Housing Services is seeking two compassionate and detail-oriented Program Specialists to support our housing programs for individuals and families experiencing homelessness.  This position will provide technical support and manage processes for the Homeless Services Division. The position will specifically support the Program Implementation Branch to ensure efficient and effective delivery of services by our network of community based homeless services providers.

The Program Specialists contribute to the Department of Housing Service's mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents. They will support the operations of programs designed to connect households experiencing homelessness to shelter and housing, ensuring efficient and person-centered service delivery, and addressing various administrative and operational needs.
 
As a technical specialist in the Program Implementation Branch, the positions will support the overall effectiveness of our Homeless Services System guided by the Department of Housing Services values of equity, responsiveness, collaboration, accountability, and sustained impact.
 
The ideal candidates we are looking for will demonstrate:

  • Proven experience working in social services, housing programs, or related fields, particularly with HUD or other publicly funded programs or similar housing assistance initiatives.
  • Familiarity with case management and housing software systems such as ServicePoint, Yardi, or similar platforms.
  • Experience in reviewing and approving financial documents, such as invoices and financial requests.
  • Ability to build and maintain relationships with a diverse range of stakeholders, including contracted service providers, community organizations, and government agencies.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills, with the ability to clearly articulate technical information and interact effectively with agency staff, stakeholders, and clients.
  • Proven organizational and time-management skills, with the ability to manage multiple tasks and projects simultaneously while maintaining attention to detail.
  • Experience in performing data quality checks and managing data integrity in case management or housing systems.
  • Flexibility and adaptability in a dynamic work environment, with a willingness to take on special projects and contribute to the overall success of the department.
  • Though not required to apply, preference will be given to candidates that have two or more years of work experience in housing or homeless services, billing and invoicing, and/or contract management.

MINIMUM QUALIFICATIONS

Education and Experience:

  • An Associate's Degree in a social service, business administration, or related field; AND
  • One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.

  • Must pass a background check post-offer.
