The Department of Juvenile Services is looking for our next all-star bilingual Juvenile Counselor II to lead our department to new levels of service to our youth and community.

The Juvenile Services Department supervises high-risk youth in the community, including youth on probation and those being diverted from the court system. Staff are responsible for maintaining court ordered conditions to protect public safety and work to restore victims. Juvenile Counselors support youth through the brokering of services that include connection to behavioral health services, skill building to strengthen protective factors in the home and community, as well as to mitigate risk factors, connect with school district staff to enhance the educational experience of youth, and support youth in developing positive prosocial behaviors and the skills to continue to be successful within the community. Staff regularly work in the community with youth and their families as well as in the courtroom setting.

Bilingual Positions
Designated bilingual positions require that the incumbent have knowledge of the Spanish language, spelling, grammar, and punctuation. Skill in writing Spanish accurately; ability to speak Spanish fluently; and ability to communicate clearly and concisely both orally and in writing are required. An additional $75/per pay period for bilingual skills will be paid to qualified employees. Pay periods are every two weeks.

ESSENTIAL JOB DUTIES

The Juvenile Counselor II position will work with the Community Supervision Teams. The Community Supervision Teams include three regionalized teams serving youth in their communities and two specialty teams serving youth with problematic sexual behaviors and youth with substance use needs. The Juvenile Counselor II will work within the regionalized teams.  

 

This position will supervise youth ages 12-18 who are primarily assessed at medium and high risk to re-offend. Youth can be supervised informally (not court involved) or formally (court involved) based on the level of the crime committed. The position will promote community safety by supporting the youth in developing the skills and connections to restore the community and victims and taking responsibility for their actions, create behavioral change in youth by building on their strengths by teaching skills and connecting them to culturally specific services and community agencies to foster growth and connection to their community, while providing support and restoration to victims. The Juvenile Counselor II also develops individualized case plans to target youth’s needs, promote accountability, reduce risk, and build protective factors.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master’s degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND one (1) year of experience working with juveniles and families in the counseling and case management of juveniles and families; OR
  • Bachelor’s degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND three (3) years of experience working with juveniles and families in the counseling and case management of juveniles and families; OR
  • Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND five (5) years of supervised work experience in the counseling of juveniles and families; OR
  • Seven (7) years of supervised work experience in the counseling of juveniles and families.

 
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements: 

  • Completion of a criminal history check in accordance with Oregon Administrative Rules.
