Washington County's Facilities, Fleet, and Parks Department is seeking an experienced Project Manager for their Capital Projects Team to help advance Washington County's strategic goals and serve our diverse community. The successful candidate will have the opportunity to manage a wide variety of public works projects to add to their professional portfolio, including small renovations of existing space, largescale HVAC upgrades and high-profile multi-million-dollar new builds.

This position is part of a five-person team working under the general direction of the Senior Capital Improvements Project Manager.  They manage assigned facility capital improvement projects from point of client conception through project completion. Specific duties include:

  • Develop plans, schedules, and cost estimates for capital improvement projects following established County technical design standards using Procore Construction Management Software and Revit.
  • Prepare requests for proposals and lead the consultant/construction management selection process.
  • Plan, schedule, and direct the work of consultant teams in architecture, engineering, construction, and related services.
  • Prepare and maintain all project budgets by monitoring and controlling expenditures.
  • Review, reconcile, and approve invoices for payment according to contract terms and conditions.
  • Liaise between internal clients, county administrators, and external contractors to facilitate formal review of design documents and specifications.
  • Review and approve site plans, design drawings, and construction plans prepared by consultants. 
  • Resolve project problems and interpret contract language to consultants, contractors, and other departments. 
  • Visit work sites and inspect projects to ensure compliance with specifications and standards.
  • Provide expertise in a professional field of civil engineering, architecture, electrical or mechanical engineering.
  • Arrange for receipt, storage, disposal, movement, and accountability of project-related materials, equipment, and furniture, according to County purchasing guidelines.
  • Successfully manage competing priorities of ongoing and new projects, as well as conduct research and gather information. 
  • Prepare and present informational agenda items to County administration and Board of County Commissioners.
  • Collaborate closely with both Facilities Operations and Information & Technology Services staff early and often to ensure seamless project hand-off.
  • Contribute to the development of a comprehensive deferred maintenance and capital improvement inventory.
  • Manage warranty and project close-out process to properly conclude each project.

Successful candidate will also demonstrate expertise and understanding of:

  • Facility project management practices as well as specific aptitude for managing complex Mechanical Electrical Plumbing (MEP) projects as new installations and replacements. 
  • Comprehensive space planning to include consideration of security, accessibility, sustainability, trauma-informed design, Employer of Choice building amenities, resiliency, wellness, LEED, and IPD (Integrated Project Delivery).
  • Sustainable Construction principles and practices, from siting and materials to maintenance.
  • Project Management Institute (PMI) guidance contained in the Project Management Body of Knowledge (PMBOK).
  • All federal, state, and local building and construction code requirements.
  • Public agency (or private organization contracting for) large complex public works infrastructure projects.
  • Building systems, including HVAC, security technology, and fire & life safety.
  • Modern building technologies that include Building Information Modeling (BIM), Reality Capture, Project Information Management (PIM), and Clash Detection and Resolution.
  • Construction drawings; knowledge and understanding of International Building Code (IBC), Americans with Disabilities Act (ADA) and Universal Design principles.
  • Establishing & controlling budgets, while implementing & managing project schedules, to ensure adherence to program requirements and institutional standards.
  • Current trends, principles, and practices in design and construction industries.

Minimum Qualifications

  • Bachelor's Degree in project management, business administration, public administration, architecture, civil engineering, or a related field and two (2) years of responsible project or construction management or closely related capital project management experience; OR
  • A combination of college-level course work and experience equivalent to six (6) years total of responsible construction or project management experience or closely related capital project management experience.
