The Department of Housing Services/Housing Authority of Washington County is looking for a Financial Reporting and Audit Manager to join our team! This position will be part of the Finance, Budget and Accounting Division. Under the supervision of the Assistant Director of Finance, the manager will maintain the financial integrity of the Housing Authority's operations and ensure compliance with federal requirements.

The Financial Reporting and Audit Manager provides technical guidance and supervises a team of professional finance and accounting staff. The position prepares the Housing Authority's financial statements and manages the associated audits. The position is also responsible for overseeing the financial operations, financial reporting and audits for several development related partnerships that are separate legal entities from the Housing Authority.  

This position is eligible for remote work for one - two days per week.

  • current on GASB statements and guidance to accurately prepare financial statements and to maintain accounting procedures.
  • a valid Certified Public Accountant (CPA) license.

ESSENTIAL JOB DUTIES

The Financial Reporting and Audit Manager's key job duties are:

1.    Supervising the Financial Reporting and Audit Team, including:
       - A Financial Analyst that supports the Continuum of Care and Section 8 programs.
       - A Financial Analyst that supports the Low-Rent Public Housing, Affordable Housing and  
         other property programs.
        - a Financial Analyst that supports the Metro Affordable Housing Bond, Development and
        Partnerships, and Local Fund.
2.    Preparing the Housing Authority's financial statements, a component unit of Washington County, according to GASB and U.S. Department of Housing and Urban Development (HUD) standards.
3.    Preparing the Housing Authority's HUD Financial Data Schedule.
4.    Managing the Housing Authority's audits.
5.    Managing the preparation of financial statements for several partnerships, the Housing Authority is the general partner.  
6.    Managing the audit and tax returns for several partnerships, the Housing Authority is the general partner.  
7.    Maintaining the Housing Authority's and the Department of Housing's fund structure and chart of accounts.
8.    Establishing policies and procedures to ensure effective internal controls.
9.    Collaborating closely with Washington County Finance, specifically financial statements and audits.
10.    Participating in the implementation of the County's new enterprise resource planning system and the Housing Authority's new financial system.

MINIMUM QUALIFICATIONS

Education and Experience:

  • A Bachelor's Degree in finance or accounting; AND four (4) years of progressively responsible professional accounting experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.
